The Center for Energy Analysis is starting a new study on aggregators in Serbia

Belgrade, October 2025 - The Center for Energy Analysis (CEA) is starting work on a new professional study dedicated to the development of electricity aggregators in Serbia, with the support of international partners and domestic experts.
In the context of the accelerated energy transition and the increasing participation of renewable energy sources, the flexibility of the power system becomes crucial for the stable and efficient functioning of the market. Aggregators - entities that bring together numerous small energy producers, consumers and storages - represent one of the most important solutions to these challenges.
Study objective
The goal of the study is to define a clear direction for the introduction of aggregators into practice in Serbia. Through the analysis of the regulatory and technical framework, the identification of market potential and obstacles, the CEA team will prepare recommendations for:
removal of regulatory and technical barriers,
development of sustainable business models,
creation of preconditions for implementation of pilot projects.
Special focus will be on alignment with the practices and regulations of the European Union, as well as the inclusion of all relevant actors: ministries, regulators, transmission and distribution system operators, suppliers, investors and end users.
The study will last until August 2026, and key findings and recommendations will be presented to the public through thematic events and communication campaigns.
